First review of the London Plan – Scenario Development and Policy Testing

As part of a group led by Berkeley Hanover Consulting, the Greater London Authority commissioned Bone Wells Urbecon to work on the demography model component of four models being used to review the London Plan. The other components were economics, transport and environment The team worked collaboratively on the GLA model to integrate labour supply, job trends and workplace capacity scenarios from a base year to 2026.  Demographic issues explored and BWU tasks included:

  • Relationship of GLA growth to national UK assumptions on international migration, fertility and population
  • GLA relationship to government household projections and house hold formation
  • Linkage of demographic and housing capacity models
  • Projection of economically active population 
  • Review of trends and influences on household formation and household size.
  • Advice on demographic scenarios for development of GLA population projections for London Boroughs and wards.
